On the Norwegian Food Safety Authority's website, it is stated: "Pets may have access to places where foodstuffs are served and traded where there is no risk to food safety. Such places can be in cafes, restaurants, coffee shops, pubs, gyms, and other eating and retail outlets.
This applies both indoors and outdoors. Some establishments that serve and sell food choose to prohibit the entry of pets anyway. This may be for reasons other than ensuring safe food." You can read the entire regulation on the website of the Norwegian Food Safety Authority.
